Key findings
  2. The youngest group is the first to respond to a rate decision. Spending of the 15–24 group relative to all ages moves in the very week the decision is announced: −0.68% per percentage point across all 33 rate changes (permutation p = 0.006), −1.15% across scheduled decisions excluding 2022 (p = 0.042), −1.31% across scheduled hikes (p = 0.054, at the 5% boundary).
  4. The 25–34 and 35–64 groups, which hold most household debt, do not deviate from aggregate spending in the decision week. The fast response of the young, who have almost no debt, points to an expectations channel rather than debt service: news about the rate changes the willingness to spend before credit conditions change.
  6. These data do not support the asymmetry “people respond to tightening but not to easing”. The zero response to cuts in the pooled sample is produced by the five cuts of 2022, which unwound the emergency February hike. For the 2025–2026 cuts the estimate for 15–24 has the same sign and magnitude as for hikes (−1.49), but is not distinguishable from zero by the permutation test.
  8. In the housing market the first signal is the gap between listing and transaction prices, not prices. On a measure purged of the shift in transaction composition by building age, the gap widens by 0.52 pp per percentage point of the key rate within a quarter (p < 0.0001). On the original measure the response comes in the following month, and about a third reverses by the third.
  10. The composition adjustment removes the popular finding that listing and transaction prices converged (the trend of −1.20 pp a year becomes −0.31, p = 0.35), but triples the response of the gap to the rate. The gap does not work as a leading indicator of prices: its predictive power is mean reversion of a noisy transaction price.
  12. These data cannot distinguish the response to the surprise and expected parts of a decision. A decomposition using the OFZ zero-coupon curve gives signs in favour of Hall’s hypothesis (−2.40 vs −0.74), but the minimum detectable effect is 3.7% per percentage point of surprise. Testing it requires RUONIA swap rates or two to three times as many meetings.

Abstract

We measure where in open data the response to Bank of Russia key-rate decisions appears first. We use two sources. The first is SberIndex’s weekly consumer-activity index for four age groups: 300 weeks from January 2021 to October 2026 and 33 rate changes. The second is a regional panel of Domclick listing prices and SberIndex transaction prices for 75–83 regions in 2022–2026. Spending responses are estimated with local projections on each group’s deviation from aggregate activity, which removes seasonality and the common macro shock. Only the 15–24 group deviates from aggregate spending in the decision week: by −1.3% per percentage point of a scheduled hike. The 25–64 groups, which hold most household debt, do not deviate, pointing to an expectations channel rather than a debt-service channel. The apparent absence of a response to cuts is driven by the 2022 cuts; for the 2025–2026 cuts the estimate has the same sign but is not significant. In housing, the first signal is the gap between listing and transaction prices: on a measure purged of the shift in transaction composition by building age, it widens by 0.52 pp per percentage point of the key rate within a quarter. Spending results are checked with permutation tests, placebo dates and leave-one-event-out estimates; housing results with subsamples and alternative transaction-price measures. Decomposing decisions into surprise and expected parts with the OFZ curve gives signs consistent with Hall’s hypothesis, but the data lack power. We propose two early transmission indicators and list the data that would resolve the open questions. Code and data are public.

Введение

Introduction

Monetary transmission is usually estimated on quarterly and monthly data: credit, consumption and inflation respond to the rate with a lag of several quarters. For a regulator that takes decisions eight times a year another question is also useful: where, and for whom, is the response visible at once, in the first days and weeks after the announcement? A short response does not replace an estimate of the full effect, but it serves as an early indicator that the decision has been heard.

Open high-frequency data make it possible to answer this question. SberIndex publishes a weekly consumer-activity index by age group, as well as monthly listing and transaction prices for housing by region. The paper uses these series and asks two questions. Which group of consumers responds to a rate decision first, and through which channel? Which quantity in the housing market responds before prices?

The paper contributes three results. First, in the decision week it is spending of the youngest group, 15–24, that responds, while the groups carrying most of the debt do not. This points to the expectations channel described in work on central bank communication, not to the cash-flow channel of borrowers. Second, in the housing market the first quantity to respond is the gap between listing and transaction prices, and this result strengthens after adjusting for the composition of transactions. The third result is methodological. Several popular conclusions do not survive checks on these data: an asymmetric response to hikes and cuts, convergence of listing and transaction prices, the predictive power of the gap for prices, and a different response to the surprise and expected parts of a decision. We show which checks remove them and which data are missing.

The paper is organised as follows. Section 2 relates it to the literature. Section 3 describes the data, Section 4 the method and the set of checks. Section 5 covers spending, Section 6 the housing market, Section 7 the limits of identification. Section 8 draws conclusions for monitoring transmission, Section 9 lists limitations.

Related literature

The paper builds on three strands of research. The first is household heterogeneity in transmission. Heterogeneous-agent models (Kaplan, Moll, Violante, 2018) show that the direct effect of the rate through intertemporal substitution is small, and most of the response runs through incomes and balance sheets. Empirical work on micro data finds that the consumption response depends on debt position and liquidity: mortgagors respond more strongly than renters and outright owners (Cloyne, Ferreira, Surico, 2020), and the response is heterogeneous across liquid assets and spread out over time (Holm, Paul, Tischbirek, 2021). Our result complements this literature at a short horizon: in the first week the debt channel is not visible, and it is the group with almost no debt that responds.

The second strand concerns expectations and communication. The rate works through its expected path, not only through its current level (Woodford, 2003). Central bank communication can move household inflation expectations, although the effect depends strongly on the form of the message (Coibion, Gorodnichenko, Weber, 2022). The permanent-income hypothesis predicts that consumption responds only to news (Hall, 1978). The surprise component of a decision is usually measured by the shift in the short end of the market curve on the decision day (Kuttner, 2001; Gürkaynak, Sack, Swanson, 2005; Nakamura, Steinsson, 2018). We apply this scheme to the OFZ curve and show where it runs into power limits on Russian data.

Montiel Olea, Plagborg-Møller, 2021).

The third strand is the housing market, where listing and transaction prices diverge because of seller behaviour (Genesove, Mayer, 2001). We use this divergence as an indicator and show that its trend on Russian data is determined by the composition of transactions, not by seller discipline. Methodologically the paper follows the local-projections approach (Jordà, 2005) with Newey–West (1987) autocorrelation correction. Because of the small number of events, permutation tests serve as the main criterion (on inference with local projections see Montiel Olea, Plagborg-Møller, 2021).

Данные

Data

3.1. Weekly spending by age

The SberIndex dataset “Consumer activity by product category and age” contains a weekly index of cashless card spending at Sberbank for four groups (15–24, 25–34, 35–64, 65+) and for all ages together, for Russia as a whole. The period is 10 January 2021 to 4 October 2026, 300 weeks. Weeks in the release are labelled by Sunday; scheduled Bank of Russia decisions are announced on Friday, so the news falls in the same week, which corresponds to horizon h = 0. Extraordinary decisions (Monday, Thursday, Tuesday) are assigned to the week ending on or after the decision day. The dataset has no regional breakdown.

3.2. Listing and transaction prices

Asking prices come from the dataset “Listing price dynamics” (Domclick), transaction prices from SberIndex’s “Residential real estate transaction prices”: 83 regions in the secondary market and 65 in the primary market, January 2022 to September 2026, 57 months. For the composition adjustment we use a third dataset, “Residential real estate prices”, which splits the secondary market by building age (under and over five years): 75 regions with the full set of series, October 2022 to September 2026, 48 months. The “Russia” aggregate, which sits in the same dimension as the regions in the releases, is excluded from the panel.

3.3. Rate decisions and the surprise component

The decision registry is built from the Bank of Russia meeting calendar; effective dates are checked against the legal database. The period contains 33 rate changes: 15 scheduled hikes (2021–2024), 15 scheduled cuts (5 in 2022 and 10 in 2025–2026) and 3 extraordinary decisions (28 February 2022, 26 May 2022, 15 August 2023). The full registry is in Appendix A. For the decomposition of decisions we use the Bank of Russia daily zero-coupon OFZ yield curve (1,453 trading days).

All releases were downloaded on 12 October 2026; their checksums are recorded in the repository (Akhtyamov, 2026a), and a run on a different version of the data will detect it.

Метод

Method

4.1. The relative measure

The question “who is first” is about the difference between groups, not about the level of spending. The main variable is therefore the deviation of the log activity of group g from the log activity of all ages:

yg,t = ln Ag,t − ln Aвсе,t.(1)
yg,t = ln Ag,t − ln Aall,t.(1)

Holidays, weather, wage payments and the common macro shock enter both parts and cancel out. What remains is the difference in group behaviour. On the absolute measure (the group’s own log activity), coefficients in the decision week are significant for all groups except the youngest, and with the same sign: this is the common component (including the panic buying of late February–March 2022) that the relative measure removes. The other side of the device: the “all ages” aggregate consists mostly of spending by the 25–64 groups, so their deviation from it is small by construction. The claim of the paper is about the difference between the young and the bulk of consumers, not about the absence of a response by the middle groups in absolute terms.

4.2. Local projections

For each horizon h = 0, …, 8 weeks a separate regression is estimated:

yg,t+h − yg,t−1 = αh + βh Δit + γ′h Xt + εt+h,(2)

where Δit is the change in the key rate in percentage points, assigned to the decision week (zero in other weeks), and Xt includes week-of-year effects, the position of the week in the month (pay cycles), a linear trend, two lags of the growth of the dependent variable and two lags of the rate change. The coefficient βh is multiplied by 100 and reads as the percentage of the group’s spending relative to all ages per percentage point of rate change. Standard errors are Newey–West with lag h + 1. When estimating on a subset of decisions, the weeks of the other decisions enter the sample as ordinary weeks with a zero shock.

4.3. Checks

With 15–33 events asymptotic p-values are unreliable, and with overlapping windows local projections are prone to false positives. Each result therefore goes through four checks:

  • перестановочный тест: те же величины изменений ставки 500 раз раскладываются по случайным неделям; p — доля расстановок с коэффициентом не меньше наблюдаемого по модулю;
  • плацебо: набор всех решений сдвигается на 4 недели вперёд и на 6 недель назад;
  • исключение по одному: каждое заседание поочерёдно выбрасывается из выборки;
  • permutation test: the same rate-change magnitudes are placed in random weeks 500 times; p is the share of draws with a coefficient at least as large in absolute value as observed;
  • placebo: the set of all decisions is shifted 4 weeks forward and 6 weeks back;
  • leave one out: each meeting is dropped from the sample in turn;
  • different sets of events: all changes, scheduled, scheduled excluding 2022, hikes and cuts separately.

With 500 permutations the error of the p estimate near 0.05 is about ±0.01. We therefore read 0.042 and 0.054 the same way — as borderline, not as “passes” and “fails”. For the housing market, where the event is a continuous rate series rather than a set of dates, the permutation test does not apply; robustness there is checked with subsamples and alternative measures.

4.4. The listing-minus-transaction gap

The gap is defined as gapr,t = ln Plistr,t − ln Pdealr,t. The level of the gap is not read as a bargaining discount: the populations of listings and transactions differ in composition and coverage. Conclusions are based only on changes within a region. The response to the rate is estimated in first differences with distributed lags (0–3 months), region effects and standard errors clustered by region and month. The cumulative response is the sum of the lag coefficients.

For the composition adjustment, the transaction price is measured on the homogeneous group “housing older than 5 years”. SberIndex’s “total” series is not a mix of the two age slices in levels (its coverage is wider), so only changes are identified: the weight of young housing in transactions is estimated from a regression with region effects and grows by 4.2 pp a year (s.e. 0.9).

5.1. Main result

In the decision week, spending of the 15–24 group relative to all ages moves in the direction opposite to the rate. The 25–34 and 35–64 groups do not deviate from aggregate dynamics. Table 1 shows estimates on scheduled hikes — the set with the largest and most homogeneous decisions.

A hike of 2 pp, as on 27 October 2023 and 25 October 2024, corresponds to a fall in spending of the 15–24 group of about 2.6% in a week relative to its usual dynamics. The response is short: by the third week it is indistinguishable from zero. The estimate is robust to dropping any single meeting: the coefficient stays between −1.50 and −1.00, and without 2022 between −1.28 and −0.98 (p ≤ 0.018).

The 65+ coefficient (+1.74) is positive and passes the permutation test (p = 0.042), but falls apart when events are dropped: p rises to 0.49, without 2022 the interval crosses zero, and in the raw window around events the medians for this group are negative. We do not claim this result.

5.2. Sets of events and the question of asymmetry

Table 2 shows the estimate for the 15–24 group on different sets of decisions. The sign is the same everywhere except the scheduled cuts of 2022. These are five decisions in April–September 2022 that brought the rate back after the emergency hike to 20% on 28 February. In nature they differ from the 2025–2026 cuts, made as inflation slowed.

A negative coefficient means that a rate hike lowers and a cut raises the group’s spending relative to all ages.

Two conclusions follow. First, the zero response to all scheduled cuts (−0.22) combines a response of the opposite sign in 2022 with a response similar to that to hikes in 2025–2026. The statement “people respond to tightening but not to easing” is therefore not supported by these data. Second, for the 2025–2026 cuts the point estimate is close to the one for hikes, but ten decisions of 0.25–2 pp are not enough to distinguish it from zero by the permutation test. The set “scheduled excluding 2022”, where hikes and cuts enter together and the response is assumed symmetric, passes the permutation test (p = 0.042).

5.3. Placebo and the horizon of conclusions

When all events are shifted 4 weeks forward or 6 weeks back, no group shows a significant response in the week of the fictitious decision (p ≥ 0.095). But at horizons from two to three weeks the placebo yields significant coefficients as often as real events: for example, for the 65+ group with a 6-week backward shift p < 0.001 at a 2-week horizon. The conclusions of the paper are therefore limited to the first two weeks; longer horizons are not included.

5.4. How to read this

The 15–24 group has almost no mortgages or large loans, and the payment on an existing loan does not change in the decision week: new terms reach borrowers over weeks. The immediate response of this group therefore runs not through cash flow but through information: a rate decision changes the willingness to spend before credit conditions change. The 25–34 and 35–64 groups, which carry most of the debt, do not deviate from aggregate dynamics in the decision week. The debt channel apparently works more slowly and is not visible in weekly data. This conclusion is reached by elimination: the aggregated index contains no information on the groups’ debt positions, and the liquidity channel cannot be tested directly with it. This does not contradict the literature’s finding on its strength at a horizon of quarters (Cloyne, Ferreira, Surico, 2020), but complements it: the two channels are separated in time.

Why expectations affect the spending of the young most, these data do not say. Plausible explanations are a higher share of discretionary spending, smaller liquidity buffers and greater sensitivity to news, but they cannot be tested with an aggregated index.

Housing market: the gap before prices

6.1. Response of the gap to the rate

The listing price is not cut first: the seller holds the asking price, while the buyer facing a more expensive mortgage leaves the market. The first signal of tightening should therefore be not the price but the divergence between the listing and transaction prices. The data confirm this, with an important caveat about the sample. The instantaneous response of the gap on the original measure (+0.18 pp per pp of the rate, p < 0.0001) rests on one episode: the jump of the average monthly rate in February–March 2022 (more than 10 pp) accounts for more than half of the total variance of monthly rate changes over the period. The cumulative effect is robust (Table 3).

Distributed lags show the profile: in the month of the rate change there is no response (0.00), in the next month +0.23 pp (p = 0.003), and by the third about a third reverses (−0.08, p = 0.035). A 2 pp rate hike widens the gap on the original measure by about 0.35–0.45 pp within a quarter. Regions with more listings respond more strongly (+0.07 pp per standard deviation of supply, p = 0.02), while the price level adds nothing (p = 0.31). With two interactions tested, this is an observation rather than a result.

6.2. Adjusting for transaction composition

In the secondary market the gap almost halved over 2022–2026: the median across regions fell from 13.9 to 6.1%, a trend of −1.35 pp a year. The natural reading is that sellers became more disciplined. It is wrong. The weight of housing under five years old in transactions grows by about 4 pp a year, and such housing is 18.9 log points more expensive than older housing, about 21% (median across regions over the whole period). A plausible explanation of the premium is the subsidised mortgage of previous years, tied to the primary market: housing built then moved into the secondary market together with its price (on the capitalisation of the subsidy see Akhtyamov, 2026b), but these data cannot test it. The average transaction price grew faster than the price of comparable housing, and the gap with listings narrowed mechanically. If the transaction price is measured on the homogeneous group “older than 5 years”, the trend of the gap disappears (Table 4).

The response to the rate survives the adjustment and becomes three times stronger: +0.52 pp per percentage point on the age-homogeneous measure against +0.16 on the original. The composition shift is a slow trend, while the response to the rate is a movement within a quarter. The trend did not create the cycle; it blurred it. The composition of listings cannot be checked: there is no age breakdown for them. If listings were getting younger as fast as transactions, the effects would partly cancel out.

6.3. What the gap does not do

A popular idea is to use the gap as a leading indicator of prices. In sample it looks convincing: last month’s gap explains the growth of the transaction price over the next 6 months with a coefficient of 0.20 (p ≈ 0.001). But the same gap also “explains” past growth with the opposite sign (−0.26), which is impossible for a genuine prediction. The restriction of equal coefficients on the listing and transaction prices is rejected at all horizons; it is the transaction price with its own mean reversion that does the work. In the out-of-sample check (27 rolling origins) the gain is unstable: about 2% in the specification with region effects, which itself forecasts worse, and no gain in the best specification. The predictive power of the gap is mean reversion of a noisy average transaction price, not information in the seller’s asking price. For monitoring transmission the gap is useful as an indicator of the response, not as a price forecast.

Limits of identification: surprise versus expected part

A rate decision is not random, and most of it is expected by the market. The permanent-income hypothesis (Hall, 1978) predicts that spending responds only to the surprise. We split each decision into a surprise — the change in the 0.25-year OFZ yield between the last trading day before the meeting and the meeting day — and an expected part (the remainder). The decision is announced at 13:30 Moscow time and trading closes later, so the daily value for the decision day already contains the news. The meeting of 28 February 2022 drops out: trading was suspended. 32 changes enter the estimation.

The decomposition behaves sensibly. The emergency hike of 3.5 pp on 15 August 2023 gives a surprise of 2.3 pp, the scheduled 2 pp hike of 25 October 2024 gives 0.83 pp, and the expected 2 pp cut of 25 July 2025 gives about zero.

The signs match Hall’s hypothesis, and the ratio is robust to the choice of maturity (0.25, 0.5 and 1 year) and window: the coefficient on the surprise lies between −2.1 and −3.2, on the expected part between −0.7 and −1.0. But the permutation test confirms none of the estimates (p from 0.21 to 0.63 across sets). On the set “scheduled excluding 2022” the Newey–West test finds the coefficient on the expected part significant (−0.95, p = 0.036), exactly what should not happen under Hall, and the permutation test does not hold it either (p = 0.21). On these data it is easy to obtain a “significant” result of either sign.

The reason is power. For scheduled hikes the standard deviation of the rate change is 0.58 pp, of the surprise 0.38 pp, with a correlation of 0.70 between them. The minimum detectable effect with this variation is 3.7% per percentage point of surprise, against an estimate of −2.4%. To bring it down to the observed value the sample would have to grow about two and a half times, or a surprise measure without a term premium is needed. The RUONIA swap series (ROISfix) ended on 1 March 2022. The main conclusion therefore remains formulated for the rate change as a whole.

Implications for monitoring transmission

The results give two early indicators available from open data within a week to a month after a decision.

Indicator 1. Relative spending of the 15–24 group in the decision week. The deviation of the youngest group’s weekly activity from the aggregate shows whether the decision has been heard. The horizon is two weeks; beyond it the signal is indistinguishable from placebo. For the regulator this is a quick check of how communication is received, especially on easing steps, where the response is not yet reliably established.

Indicator 2. The listing-minus-transaction gap on an age-homogeneous measure. It responds to the rate in the following month, before average prices. It should be used only in changes and only after adjusting for transaction composition: without it the trend of the gap shows a change in what is bought, not seller behaviour.

  • spending by age combined with debt position — to separate the expectations channel from the liquidity channel within a group;
  • a series of rate expectations without a term premium (RUONIA swaps after 2022) — to test the response to the surprise;
  • a municipal breakdown of listing and transaction prices and an age breakdown of listings — to test spatial heterogeneity of the response and the composition of supply.

Limitations

  • The SberIndex index measures cashless card spending at one bank in product categories, not consumption. The 15–24 group is the smallest; the weekly standard deviation of its growth is 5.1% against 4.8% for all ages (7.3% for 65+).
  • The rate decision is endogenous: it is taken in response to inflation and other conditions that themselves affect spending. The relative measure removes the common part, but if tightening systematically coincides with shocks hitting the young in particular, the estimate will capture them.
  • Spending data are for Russia as a whole only; regional conclusions are impossible for them.
  • The price panel covers 48–57 months and essentially one rate cycle. These data do not allow the rate to be separated from everything that changed with it.
  • The “5 years” boundary is moving: housing built in 2020 was young in 2022 and no longer is in 2026.
  • The surprise part of a decision is not reliably separated from the expected part (Section 7).
  • The relative measure compares the group with an aggregate dominated by the 25–64 groups; their deviation from the aggregate is small by construction (Section 4.1).

Conclusion

In open high-frequency data the response to key-rate decisions is visible earliest in two places: in the weekly spending of the youngest group and in the gap between listing and transaction prices in the housing market. The first points to an expectations channel that works in the same week and does not depend on debt. The second shows that the housing market responds through the disappearance of buyers before prices move. The first result passes permutation tests at the 5% boundary and placebo checks, the second is robust to the choice of subsample and transaction-price measure. No less important is what these data do not allow us to say: an asymmetric response to hikes and cuts, a response only to the surprise part of a decision, and predictive power of the gap for prices. With each new meeting the sample grows, and some of these questions will be resolved in the coming years. The rest require data that are not yet published.
