ГлавноеIn brief
  • From 2027, organisations in Tatarstan will pay tax on the flats they own. For a developer this is 1% of cadastral value in 2027 and 2% from 2028.
  • Per square metre that is 1,220 and 2,440 roubles a year — roughly 0.5% and 1% of the price of a new-build flat in Kazan.
  • Our central estimate of budget revenue is about 0.36 billion roubles in 2027 and 0.72 billion from 2028.
  • The tax will barely move prices. It will push developers to sell faster the flats that have been sitting unsold.
  • Beyond the money, the tax gives something new: for the first time it will be clear how many completed flats remain unsold. That figure is not in open data today.

What changes

Today flats on organisations’ balance sheets in Tatarstan are not taxed. A developer left with unsold flats after a building is completed pays nothing on them. Moscow, St Petersburg, the Moscow Region and the Krasnodar Territory have long had such a tax.

The draft law changes this from 1 January 2027. The tax is based on the flat’s cadastral value — the value recorded in the real estate register. Half is paid in the first year, the full rate from the second.

The 0.3% rate for personal funds is the maximum the Tax Code allows; the region cannot set it higher. The State Housing Fund (GZhF) is exempt because social-mortgage flats stay on its books until a family pays in full, which can take up to 29 years.

When a flat starts to cost tax

Tax is charged not from completion but from the month in which the developer registers title to the unsold flats. By law it has six months after the building is entered in the cadastre to do so, and it will naturally use the full period.

So the tax falls mainly on flats that stay unsold for more than six months — the stuck remainder. As far as we could find, the law does not say what happens if a developer misses the six-month deadline.

The calculation uses the average cadastral value of flats in Kazan — 122,000 roubles per square metre. That is about half the price of a new-build flat: on the primary market a square metre costs 234,000 roubles on average.

For a typical 50,000 m² building with 17–46% of floor area unsold at completion, the tax comes to 12–32 million roubles. That is 0.4–1% of the developer’s profit; in a bad year, when profit is half as large, up to 2–4%.

Why prices will not fall

Money tied up in an unsold flat already costs a developer about 13% a year — what it could earn on deposit. The tax adds 1–2% to that. This is noticeable, but not enough to move prices across the market, especially since the tax applies only to completed buildings, while most of the supply is still under construction.

What is more likely to change is that developers will offer discounts and instalment plans more often on flats in completed buildings, especially where the remainder is large.

The tax adds about 8% to the cost of holding a flat. It causes no price shock, but selling sooner becomes more worthwhile.

What the budget gets, and what it forgoes on land leases

Nobody officially counts how many completed flats remain unsold. We estimated the remainder from the unified housing construction information system (EISZhS): in Kazan buildings completed in 2023–2026 for which data exist, about 22% of floor area was unsold at completion. This gives a central revenue estimate of 0.36 billion roubles in 2027 and 0.72 billion a year from 2028. The range is wide — 0.3 to 2 billion — because the exact size of the remainder is unknown.

Compare land. Housing projects under construction in Kazan stand on about 56 hectares of leased public land. What developers pay for it is not published. If the rent is 1.5–5% of cadastral value rather than what the city’s auctions achieve, the city and the republic forgo 0.4–0.7 billion roubles a year, or 1.3–2.1 billion over a three-year build. That is the same order of magnitude as the tax on unsold flats (about 0.7 billion a year from 2028).

Tax on unsoldflats, from 2028Land lease:gap to auction ≈ 0.72 (central estimate)0.4–0.7 (at 1.5–5% of cadastral value)
The rent difference is computed for 56 ha of public land under housing projects in Kazan: a rent of 1.5–5% of cadastral value against the median final rate of 66 city lease auctions (142,800 roubles per 100 m² a year). The auctioned plots are mostly small, including individual-housing plots, so the median is a benchmark, not a market rate for housing-project sites. Actual rents paid by developers are not published; this is a scenario estimate. The tax goes to the republic’s budget, the rent to the landowner: the city, the republic or the federal government.

What would make the measure verifiable

The tax turns the unsold remainder into a recorded quantity: it will appear in the real estate register and in tax returns. Three things would make it usable:

Aggregate data on the tax base — how many flats, of what floor area and cadastral value are taxed, by city and district. This would be the first regular estimate of unsold housing.

An estimate of the GZhF exemption — how much tax is forgone because of it. The amount of housing on the fund’s books is not published today.

Decisions on challenges to new-build cadastral values — from now on cadastral value means money for developers, and disputes will multiply.

Why such data are missing more generally is discussed in a column for Realnoe Vremya (in Russian): “Price outside the registers: why the key number of the housing market cannot be checked”.

Calculations, sources, tables and limitations. Version 1.1 accounts for the six-month window for registering the developer’s title.

Abstract. The Cabinet of Ministers of the Republic of Tatarstan has drafted a bill that, from 1 January 2027, repeals the property-tax exemption for residential stock held by organisations and moves residential premises to a cadastral-value base. The paper describes the bill's mechanics from its text and the current version of Tatarstan Law No. 49-ZRT, estimates the burden on developers and the revenue for the regional budget, compares the bill with practice in other Russian regions and with vacancy taxes abroad, and discusses implications for prices, sales pace and the transparency of land and property relations. The effective rate for a developer is 1.0% of cadastral value in 2027 and 2.0% from 2028; at Kazan's average cadastral value of 122 thousand roubles per square metre this equals 0.5–1.0% of the price per square metre a year. The stock of unsold units in completed buildings is not officially measured; in EISZhS data, 187 Kazan buildings completed in 2023–2026 with published sales shares still held 329 thousand square metres unsold at the last disclosure date, or 22% of their floor area. Allowing for the six-month window developers have to register title to unsold units, scenario revenue for Tatarstan is 0.15–1.0 billion roubles in 2027 and 0.3–2.0 billion roubles from 2028. By real-options logic the tax raises the cost of waiting, but it is an order of magnitude smaller than the opportunity cost of holding inventory, so its effect on average prices is limited; the main consequence is faster sales of completed units. The bill makes the tax base measurable: publishing its aggregates would yield the first regular estimate of completed unsold stock. The exemption defined by counterparty status and the personal-fund rate set at the federal ceiling create areas where tax expenditures cannot be assessed from open data.

Key findings
  1. The bill repeals the exemption for organisations’ residential premises and moves them to a cadastral-value base. For a developer the effective rate will be 1.0% of cadastral value in 2027 and 2.0% from 2028. The 50% reduction applies for one year (2027) and is repealed from 1 January 2028, together with the transitional reduction for shopping centres. For properties worth more than 300 million roubles the rate is 2.5%, and for personal funds 0.3%. The State Housing Fund under the Rais of Tatarstan (GZhF) and the cooperatives associated with it are exempt.
  2. The burden per square metre is small. At an average cadastral value of flats in Kazan of 122 thousand roubles/m², the tax will be 1,220 roubles/m² a year in 2027 and 2,440 roubles/m² from 2028. This is 0.5 and 1.0% of the average primary-market price (234 thousand roubles/m²). For a 50 m² flat it is 61 and 122 thousand roubles a year.
  3. Revenue for the budget of Tatarstan is around 0.15–1.0 billion roubles in 2027 and 0.3–2.0 billion roubles from 2028, with a baseline estimate of 0.36 and 0.72 billion roubles. The estimate allows for the fact that a developer may file an application to register title to unsold flats within six months of the building being entered in the cadastral register, and no tax is charged before registration. This is 0.3–2% of planned corporate property tax revenue in 2027 (53.5 billion roubles) and 0.5–4% in 2028 (54.8 billion roubles). The uncertainty stems not from the rate but from the unknown volume of unsold housing in completed buildings: there are no official statistics on it.
  4. For a typical project the tax amounts to fractions of a percent of revenue. In a notional project of 50 thousand m², with an unsold share at completion of 17–46% and a sell-out over two years, the tax at the 2028 rate will be 12–32 million roubles, or 0.1–0.3% of revenue and 0.4–1.0% of pre-tax profit. In the crisis scenario, with a profit of 1.48 billion roubles, it reaches up to 2.1%, and with a sell-out over three years up to 4.0%. The six-month registration window reduces the project’s taxable area by 30–75%, so the tax falls mainly on flats that remain unsold for more than half a year after completion.
  5. The tax has a weak effect on prices. It raises the cost of holding completed inventory by roughly 4–8% relative to the opportunity return on the money tied up in a flat. The upper bound of a justified discount is the tax over the remaining exposure period: 1–3% of the price for a sell-out over one to three years. Changes in the terms of family mortgages moved the Kazan market more strongly. The main effect is faster sales of completed housing by developers with slow sales, not a fall in the average price.
  6. Across regions the bill brings Tatarstan into line with general practice, but without a grace period. Moscow, St Petersburg, Moscow Oblast and Krasnodar Krai tax organisations’ residential premises at cadastral value at a rate of 2%. Moscow Oblast starts charging the tax one year after a flat is recognised on the balance sheet, and Moscow abolished its two-year exemption from 2024. Sverdlovsk Oblast reinstated the tax from 2025 at a rate of 1% until 2028. Since 2026 Bashkortostan has taxed organisations’ residential premises at 0.3%, that is, 6.7 times lower than Tatarstan from 2028.
  7. The tax creates an opportunity for the first measurement of completed unsold stock. Since 1 March 2025 a developer has been required to file, within six months of the building being entered in the cadastral register, an application to register title to unsold premises. The tax base then becomes a recorded quantity in the EGRN (Unified State Register of Real Estate) and at the Federal Tax Service (FTS). Publishing its aggregates by municipality would close a gap in open data: at present this figure is absent from them. The exemption for the GZhF and associated cooperatives, by contrast, cannot be assessed from open data: the volume of housing on their balance sheets is not published, and the range of exempt entities is determined by an act of the Rais, not by the law.

Version: 1.1, 19 October 2026. In version 1.1 the calculations in Sections 5 and 6 allow for the six-month window for filing an application to register the developer’s title (Art. 16 of Federal Law No. 214-FZ as amended by Federal Law No. 487-FZ); in version 1.0 the tax was charged from completion. The text of the bill follows the version posted by the Ministry of Finance of Tatarstan for independent anti-corruption review on 12–19 October 2026.

1. Introduction

Until now Tatarstan has exempted organisations from property tax in respect of housing stock (clause 5 of Part 1 of Art. 3 of Tatarstan Law No. 49-ZRT of 28 November 2003). Flats remaining on a developer’s balance sheet after completion of a building were not taxed either, but for a different reason: the developer accounts for them as inventory rather than as fixed assets, and under a base of average annual value they are not an object of taxation (Art. 374 of the Tax Code of the Russian Federation). They can be taxed only at cadastral value, and Tatarstan had not established a cadastral base for residential premises. In most large regions this is not the case: since 2015 the Tax Code has allowed a cadastral base to be established for residential premises not accounted for as fixed assets, and since 2020 for residential premises without that proviso (subpara. 4 of para. 1 of Art. 378.2 of the Tax Code of the Russian Federation).

In October 2026 the Ministry of Finance of the Republic of Tatarstan posted for independent anti-corruption review the bill ‘On Amendments to the Law of the Republic of Tatarstan “On the Corporate Property Tax”’, submitted by the Cabinet of Ministers. The bill repeals the exemption from 1 January 2027 and introduces a cadastral base for residential premises. For developers the second change is the decisive one. The explanatory note and the financial and economic justification have not been published together with the text. According to BUSINESS Online, the bill was not discussed with the Ministry of Construction of Tatarstan or with market participants, and developers intend to seek its revision [BUSINESS Online, 2026a; 2026b].

The bill comes at a time when sales by Kazan developers are weakening, although the number of contracts has grown across the republic as a whole. According to DOM.RF, 7.4 thousand contracts for new-build housing were concluded in Kazan in January–September 2026, 20% fewer than a year earlier, and the average price per square metre fell by 6%, to 234 thousand roubles; in Tatarstan there were 11.5 thousand contracts, almost a thousand more [BUSINESS Online, 2026c]. Escrow coverage of the project debt of Tatarstan developers fell from 100% in November 2024 (the start of publication of the debt series) to 68% on 1 August 2026: 317.7 billion roubles of debt against 216.8 billion roubles in accounts [Bank of Russia, 2022–2026]. In these conditions a tax on inventory raises an obvious question: how much it costs and what it will change.

The paper addresses four questions. What exactly the bill changes and what the effective rate is (Section 2). What its economic rationale is (Section 3). How analogues in other regions and abroad are designed (Section 4). How much the tax will cost developers and yield for the budget (Section 5). It then considers implications for market dynamics (Section 6) and for the transparency of land and property relations (Section 7), the subject of the laboratory’s series of papers on land for new-build housing [Akhtyamov, 2026b; 2026f].

2. What the bill changes

2.1. Mechanics

The bill introduces five groups of amendments to Law No. 49-ZRT.

Cadastral base. Residential premises are added to Part 1 of Art. 1¹ as the second type of object with a cadastral base (after administrative and business centres and shopping centres). The requirement to approve a list of objects and the 60% reduction under Part 3² of Art. 3 are narrowed to the first type. This is consistent with para. 7 of Art. 378.2 of the Tax Code of the Russian Federation: no list is compiled for residential premises, and the base is determined from EGRN data. Apartment buildings and rental buildings as separate objects (they are named separately in subpara. 4 of para. 1 of Art. 378.2 of the Tax Code of the Russian Federation) are not included in the cadastral base under the bill.

Repeal of the exemption. Clause 5 of Part 1 of Art. 3 (‘organisations — in respect of housing stock’) ceases to have effect from 1 January 2027 (new clause 18 of Art. 5). The exemption for homeowners’ associations and housing cooperatives (clause 6 of Part 1 of Art. 3) is formally retained. However, under Part 4 of Art. 3 the reliefs of Parts 1–3¹ do not apply to objects with a cadastral base, so for residential premises it does not operate. The repeal of clause 5 primarily affects housing accounted for as fixed assets (rental and service housing, residential buildings on organisations’ balance sheets): whatever is not included in the cadastral base will be taxed on average annual value at the general rate of 2.2%. This group of objects is not assessed in the paper.

Rates. The general rate for objects with a cadastral base is 2%, and for objects worth more than 300 million roubles 2.5% (Parts 3 and 3¹ of Art. 2). The bill adds Part 3² of Art. 2: 0.3% for residential premises of personal funds worth up to 300 million roubles. This is the federal ceiling: para. 1.2 of Art. 380 of the Tax Code of the Russian Federation, introduced by Federal Law No. 389-FZ of 31 July 2023, does not allow a rate above 0.3% to be set for personal-fund housing. The region could have chosen a lower rate (in Moscow the scale is 0.1–0.3%), but cannot set a higher one.

Payment of half the tax, in 2027 only. The new Part 3⁴ of Art. 3 provides for payment of 50% of the assessed tax on residential premises, except for objects worth more than 300 million roubles and objects of personal funds. At the same time the bill includes this Part in clause 13 of Art. 5, under which Part 3² of Art. 3 (payment of 60% of the tax on shopping centres) ceases to have effect from 1 January 2028. The reduction for housing thus applies for one tax period, 2027. The reduction for shopping centres has applied since 2025 and ends at the same time. This is consistent with the BUSINESS Online report of a 1% rate in the first year and 2% from the second [BUSINESS Online, 2026a].

Exemption of specialised organisations. The new Part 3⁵ of Art. 3 exempts the residential premises of organisations that the Rais of Tatarstan has authorised to perform the functions of specialised organisations under Tatarstan Law No. 69-ZRT of 27 December 2004 ‘On State Support for the Development of Housing Construction in the Republic of Tatarstan’, and of consumer housing cooperatives that work with them on a contractual basis. In practice this means the GZhF and housing under the social mortgage scheme. A participant in the programme becomes the owner only after full payment, and payments may continue for up to 29 years [BUSINESS Online, 2026e], throughout which time the flat remains on the balance sheet of the fund or cooperative. Part 3⁵ is not included in the list in Part 4 of Art. 3 and therefore also applies to the cadastral base.

A cadastral value above 300 million roubles is unlikely for an individual flat; the threshold concerns large premises registered as a single object.

2.2. Technical remarks on the text

The amendments to Art. 3 and to Art. 5 of the law are numbered identically in Article 1 of the bill, as ‘3)’; subparagraph ‘g’ on the amendment of Part 4 of Art. 3 ends with a full stop instead of a semicolon. The other cross-references are consistent with the current version. The addition of ‘3³’ to Part 4 of Art. 3 refers to the Part on gas distribution networks introduced by Tatarstan Law No. 53-ZRT from 1 January 2027. The new clause 18 of Art. 5 follows clause 17, added by the same law. The wording of Part 3⁵ defines the exempt entities by status and by contractual link with the authorised organisation, not by the purpose of the housing. The consequences of this are considered in Section 7.

3. Economic rationale

3.1. A tax on inventory, not on profit

For a developer the tax concerns only the part of the flats that is unsold at completion and, after state registration of the developer’s title, is recorded as its property. A flat sold under a shared-equity (DDU) contract is transferred to the buyer after completion and does not enter the developer’s base. The tax base is therefore completed unsold inventory, and the tax itself is a cost of holding that inventory. It does not rise with revenue or profit.

Real options theory describes the choice of when to develop land: the owner of a plot holds an option to wait, and holding costs reduce its value [Titman, 1985; Williams, 1991; Capozza, Li, 1994; Grenadier, 1996; Cunningham, 2006]. By analogy, the owner of a completed flat holds an option to sell now or to wait for a higher price. Holding costs, whether interest, maintenance or tax, reduce the value of waiting and shift the decision towards an earlier sale at a lower price. In the WP-2026-05 model the sale price is determined by the value of waiting, the elasticity of sales and the liquidity constraint [Akhtyamov, 2026e]. A tax on inventory reduces the value of waiting by the amount of tax over the expected exposure period. Under a binding liquidity constraint it also tightens the constraint itself: money to pay the tax is needed after completion, when the release of escrow funds no longer covers the remaining debt or the remaining flats are financed from the developer’s own funds.

3.2. Order of magnitude

How much the tax changes the decision can be seen by comparing it with other holding costs. A flat worth 234 thousand roubles/m² that the developer has not sold ties up capital. At a bank deposit return of around 13% a year — according to a market participant’s estimate [BUSINESS Online, 2026c] — the opportunity cost of holding is around 30 thousand roubles/m² a year. The tax at the 2027 rate adds 1,220 roubles/m² to this (4%), and at the 2028 rate 2,440 roubles/m² (8%). If the remaining inventory is financed by a loan at a market rate, the tax’s share of holding costs is even smaller. The tax is thus an order of magnitude smaller than the costs the developer already bears by holding flats. This is why the average price changes little as a result of it (Section 6).

3.3. Neutrality and a level playing field

The second rationale of the bill is to align regimes. Until now organisations’ residential property in Tatarstan has not been taxed on any base: developers’ inventory because there was no cadastral base, and housing held on balance sheets as fixed assets because of the exemption under clause 5. Meanwhile large shopping and office centres have been taxed at cadastral value since 2015 (objects with an area over 1,000 m² since 2025), and individuals pay tax on flats based on cadastral value, since 2024 on the results of the same valuation round that will be applied to developers. The bill removes the exception for organisations’ residential property and brings Tatarstan to the model that has operated in large regions since 2015–2020 (Section 4). Property taxes proportional to value are not entirely neutral with respect to the timing of development [Bentick, 1979]. But a developer’s completed inventory is an object already created, and shifting sales to an earlier date is unlikely to reduce efficiency.

4. Analogues

4.1. Russian regions

The federal framework is the same for all: a region may establish a cadastral base for residential premises; the maximum rate is 2%, 2.5% for objects worth more than 300 million roubles and 0.3% for personal-fund housing (subpara. 4 of para. 1 of Art. 378.2, paras 1.1–1.3 of Art. 380 of the Tax Code of the Russian Federation). What differs is the rate and the grace period for developers.

The comparison shows three things. First, a rate of 2% is the norm for large regions, and the move to it from 2028 does not take Tatarstan outside general practice. Second, regions have softened the transition in different ways. Moscow Oblast granted a year from the date a flat is recognised on the balance sheet. Moscow granted two years and then abolished this exemption. Sverdlovsk Oblast, like the Tatarstan bill, lowered the rate for a transitional period. The Tatarstan bill softens the first calendar year for the entire inventory at once, rather than the first months for each flat. A developer completing a building in 2028 will receive no grace period. Third, the nearest neighbour is designed differently. In Bashkortostan organisations’ residential premises are taxed at cadastral value, but at a rate of 0.3%. From 2028 the difference will be 6.7-fold: at the same cadastral value of 122 thousand roubles/m², 2,440 roubles/m² in Tatarstan against 366 roubles/m² in Bashkortostan. For developers operating in both republics this is a difference in the cost of holding inventory.

4.2. Vacancy taxes abroad

There are few direct foreign analogues of a tax on developers’ inventory. The closest, the Hong Kong Rating (Amendment) Bill 2019 on ‘special rates’ for new flats left vacant for more than 183 days in 12 months, was never enacted: the government halted its consideration on 23 June 2020. A grace period was built into the bill itself: the tax applied only to flats whose occupation permit had been issued at least 12 months earlier [Government of Hong Kong SAR, 2020]. The common form is vacancy taxes on housing of any owner. In France the tax on vacant housing (TLV) is levied on housing vacant for at least a year at a rate of 17% of the cadastral rental value in the first year and 34% thereafter [DGFiP, 2026]. According to Segú (2020), the introduction of the tax in 1999 reduced the vacancy rate by 13%, mainly through long-term vacant housing becoming primary residences. In Vancouver the empty homes tax (since 2017, currently 3% of assessed value) reduced the vacancy rate by about 1.5 pp; no significant effect on rents or construction was found [Caracciolo, Miglino, 2024]. In 2025 Canada proposed abolishing the federal Underused Housing Tax [CRA, 2025]. The general conclusion from foreign experience is that such taxes noticeably change the use of the stock; no significant effect on rents or construction was found in the cases evaluated. This is consistent with the order of magnitude in Section 3.

5. What the tax will cost developers and yield for the budget

5.1. Data

Cadastral value. The latest round of state cadastral valuation of buildings and premises in Tatarstan, the 2022–2023 round, has applied since 1 January 2024. The average specific cadastral value of flats in Kazan is 122 thousand roubles/m² (data of the Ministry of Land and Property Relations of Tatarstan as reported by BUSINESS Online [BUSINESS Online, 2025]). This is around 52% of the average primary-market price for January–September 2026. The indicator is calculated for the entire stock, not for new-build housing. For new buildings in good locations the cadastral value is probably higher, and for buildings outside Kazan lower. The calculations therefore use a range of 100–140 thousand roubles/m². The next round of building valuation is scheduled for 2027, so the valuation of the 2022–2023 round applies for the 2027 tax. For buildings completed after the round, the cadastral value is determined on registration using the same specific indicators.

Unsold inventory. Open data contain no statistics on unsold housing in completed buildings: EISZhS records buildings only until completion. The inventory is therefore estimated in three ways.

(a) The EISZhS extract for Kazan as of 26 September 2026, used in WP-2026-05 [Akhtyamov, 2026e]. Of the 210 objects completed in 2023–2026, 187 retain a published share of area sold (for 2025, 75 of 98). According to these data they still held 329 thousand m² of unsold flat area, or 22% of their area (Table 3). The date as of which the sales share was published is not indicated in the extract. We assume that this is the last disclosure before completion: after completion a building leaves the EISZhS records. Under this assumption 329 thousand m² is an upper bound on the remaining inventory for these 187 buildings, since sales continue after completion. Low sales shares for individual large objects may also reflect sales outside shared-equity contracts.

(b) Flow and exposure period. Completions of apartment buildings in Tatarstan are around 1 million m² a year: 0.95 million m² in 2025 [Akhtyamov, 2026f] and 942 thousand m² of commercial buildings in 1 January – 19 September 2026 [Tatar-inform, 2026]. With an unsold share at completion of 22% (as in Table 3), around 0.22 million m² enters inventory each year. The average annual inventory equals this flow multiplied by the average sell-out period of the remainder: 0.22 million m² for a one-year period and 0.4 million m² for 1.8 years. According to a Russia-wide estimate citing Sberbank, the unsold share at completion has risen over the past five years from 16 to 28%, and completed inventory from 6 to 10 million m² [Mir Kvartir, 2026].

(c) The BUSINESS Online estimate of revenue ‘of up to 1 billion roubles’ [BUSINESS Online, 2026a] does not indicate the rate to which it refers. At a rate of 1% it corresponds to around 0.8 million m² at 122 thousand roubles/m², and at 2% to around 0.4 million m².

Title registration window. Tax at cadastral value is charged from the month of state registration of title. A developer is required to file an application to register title to premises created without the funds of shared-equity participants no later than six months after the building is entered in the cadastral register (Art. 16 of Federal Law No. 214-FZ as amended by Federal Law No. 487-FZ). We assume that this window is used in full. Then flats sold in the first half-year after completion do not enter the base at all, and the remainder are taxed net of these six months. With a uniform sell-out of the remainder over T years, taxable area-years amount to a share of (T − 0.5)²/T² of the calculation without a delay: 25% at T = 1, 56% at T = 2 and 69% at T = 3. For inventory across the republic with an average time in inventory of m years (T = 2m), the taxable share is 56% at m = 1 and 74% at m = 1.8.

Unsold share by area = 1 − sales share. For completed buildings the median unsold share across objects is 16.6%, and the median unsold area per object is 806 m². For buildings under construction the share at completion will be lower: sales continue up to completion and after it.

5.2. Per square metre, per flat and per object

At a cadastral value of 122 thousand roubles/m² the tax will be 1,220 roubles/m² a year in 2027 and 2,440 roubles/m² from 2028. This is 0.52 and 1.04% of the average primary-market price in Kazan, and for a 50 m² flat 61 and 122 thousand roubles a year. The tax is calculated according to the months of ownership, so a flat sold half a year after registration of title will cost half as much as one held for the whole year. For the completed buildings in Table 3, the tax at the 2028 rate on the last disclosed remainder would be a median of 2.0 million roubles per object, more than 12.8 million roubles for 10% of objects, and a maximum of 51 million roubles a year. These are upper bounds, since part of the remainder has been sold since then.

The project-level calculation is more conveniently carried out on the notional object from the report ‘The Real Estate Market and Capital Repairs in Kazan’ [Akhtyamov, 2026f]: 50 thousand m² of saleable area at a price of 210 thousand roubles/m², revenue of 10.5 billion roubles, and pre-tax profit of 3.30 billion roubles in the baseline scenario and 1.48 billion roubles in the crisis scenario. The unsold share at completion takes three values: 17% (the median for completed buildings in Kazan), 28% (the share for buildings completed in 2026 and the Russia-wide estimate) and 46% (the unsold share in Tatarstan objects due for completion in 2026, as of March 2026, according to DOM.RF [KazanFirst, 2026]). The remainder is sold uniformly over one, two or three years after completion.

Area-years = unsold share × 50,000 m² × (period − 0.5)² / (2 × period); without allowing for the registration window, share × 50,000 m² × period / 2, and the amounts are 1.4–4 times higher. At the 2027 rate (1%) the amounts are half as large. Property tax reduces the profit tax base, so after profit tax at 25% the net burden is 75% of the amounts shown. With a sell-out over three years and a share of 46%, the tax amounts to 1.8% of profit in the baseline scenario and 4.0% in the crisis scenario.

5.3. Revenue for the budget of Tatarstan

For the republic-wide estimate the taxable inventory is set by three scenarios. Low: the annual flow into inventory (0.22 million m²) with an average time in inventory of one year, net of the first six months: 0.12 million m². Baseline: the same flow with an average period of 1.8 years: inventory of 0.4 million m², of which 0.29 million m² is taxable. High (0.8 million m²): the BUSINESS Online estimate at a rate of 1%; it does not allow for the registration window, so it is an upper bound. The cadastral value of 122 thousand roubles/m² is calculated for Kazan; for inventory outside the city it is lower, so the estimates at 122 thousand roubles/m² are more likely overstated. The lower bound is shown by the column at 100 thousand roubles/m².

Table 5. Scenario estimate of tax revenue from developers’ residential premises, Tatarstan, billion roubles a year

Baseline0.290.360.720.59 / 0.82
High0.800.981.951.60 / 2.24
Cadastral value 122 thousand roubles/m² unless otherwise indicated. The estimate excludes residential premises of other organisations: service and rental housing, and flats held in unit investment funds. This raises revenue relative to the values shown.

For comparison, corporate property tax revenue to the budget of Tatarstan in 2025 amounted to 46 billion roubles [Ministry of Finance of Tatarstan, 2026]. The draft budget for 2027 provides for 53.5 billion roubles, against 45.4 billion roubles in the forecast a year earlier [Ministry of Finance of Tatarstan, 2025; BUSINESS Online, 2026d]. The tax on developers’ residential premises yields 0.3–2% of this amount in 2027 and 0.5–4% of the 2028 plan (54.8 billion roubles). What part of the increase in the plan is linked to the bill cannot be established from open data: the financial and economic justification has not been published. For the budget the measure is small. For a developer with slow sales it is noticeable; for a developer whose buildings are sold out by completion it is almost imperceptible.

6. Impact on market dynamics

Average price. The upper bound of the discount that the tax makes rational is the amount of tax over the remaining exposure period of a flat. At the 2028 rate this is 2,440 roubles/m² for one year, 4,880 roubles/m² for two years and 7,320 roubles/m² for three years, that is, 1.0, 2.1 and 3.1% of the price. For comparison, the average price per square metre in Kazan in 2026 fluctuated by 10% or more from month to month, following changes in the terms of family mortgages and largely because of the composition of sales [BUSINESS Online, 2026c]. The pass-through of the mortgage subsidy into prices is itself difficult to measure [Akhtyamov, 2026d]. The tax applies only to the completed remainder, which makes up the smaller part of supply: most supply consists of buildings under construction, where there is no tax. The effect on the average primary-market price will therefore be small and most likely statistically indistinguishable from changes in the composition of sales (WP-2026-01 [Akhtyamov, 2026a]).

Sales pace of completed housing. The tax acts most strongly on what the average price does not show: the decision whether to hold completed flats or sell them at a discount. According to Avito Real Estate, the share of purchase-and-sale transactions after completion in Tatarstan rose to 20% in January–August 2026, against 15% a year earlier [Realnoe Vremya, 2026]. The tax may accelerate this shift. The expected consequence is targeted discounts and instalment plans for flats in completed buildings, especially from developers left with a third or more of the area at completion.

Liquidity. In the WP-2026-05 model a liquidity-constrained developer cannot hold inventory and lowers the price if sales are elastic [Akhtyamov, 2026e]. The tax adds 1–2% of the cadastral value of the remainder a year to its cash outflow. For an individual project the amount is small (Table 4), but it falls in the period after completion, when the release of escrow funds no longer covers the remainder or the remainder is financed from own funds. The fall in escrow coverage of debt in Tatarstan from 100 to 68% in less than two years indicates that the liquidity buffer of some developers has already shrunk.

New projects. The tax affects decisions on new phases through the expected remainder at completion. With an unsold share of 17–46% it reduces the project’s expected profit by 0.4–1.0% in the baseline scenario. This is less than changes in the cost of credit and in the terms of subsidised programmes, and is unlikely to have a noticeable effect on the volume of launches. The tax slightly increases the value of sales at early stages of construction and, consequently, the value of accurately matching the size of a phase to demand. In this sense it works as a weak disciplining mechanism against building ‘for stock’.

7. Transparency of land and property relations

The laboratory’s series of papers shows that the main defect of land relations in Kazan is not wrong prices but the fact that significant quantities are not observed [Akhtyamov, 2026b; 2026f; 2026g]. The bill bears directly on this topic in four places.

Measuring completed inventory. Federal Law No. 487-FZ of 26 December 2024 supplemented Art. 16 of Federal Law No. 214-FZ with an obligation for the developer, no later than six months after the building is entered in the cadastral register, to file an application to register title to premises created without the funds of shared-equity participants. Together with the cadastral base, this means that the unsold remainder of each completed building becomes a recorded quantity in the EGRN, and the amount of tax a quantity in FTS reporting. At present this figure is absent from open data, and the estimates in Section 5 differ several-fold. If aggregates of the tax base — the number of premises, area and cadastral value by municipality — were published annually, the first regular estimate of completed unsold inventory would emerge. The six-month registration window creates an incentive to file the application on the last day of the period; how complete the base will be depends on the consequences of missing it. This is the same logic as the machine-readable registry of land decisions proposed in the report on land [Akhtyamov, 2026f]: the quantity is already collected by the state, and only its publication is missing.

Cadastral value becomes significant for developers. Until now the cadastral value of new flats meant almost nothing to a developer: there was no tax. From 2027 every percentage point of valuation is money. An increase in the number of applications to revise the cadastral value of new premises can be expected, especially in buildings with a large remainder. Such decisions will shift the tax base, and they will become verifiable only if the results of revisions are published by object. The same applies to specific cadastral values for new-build housing: the average indicator for the entire stock (122 thousand roubles/m²) is insufficient for estimating the tax on new buildings.

Exemption by status. Part 3⁵ exempts organisations determined by an act of the Rais of Tatarstan and cooperatives linked to them by contract. The volume of housing on the balance sheet of the GZhF and associated cooperatives is not published. The tax expenditure on this exemption therefore cannot be assessed from open data. Given the multi-year payment period under the social mortgage scheme, its size is unknown and may be comparable to the revenue from developers. The exemption has a social justification: without it the tax would pass to programme participants. But the wording is tied to the contractual link with the authorised organisation rather than to the purpose of the housing, and does not separate social-mortgage flats from other housing of the same organisations. This is a construction similar to that of land decisions: the significant criterion is set by an act below the level of the law. The exemption would be made verifiable by an estimate of the tax expenditure in the republic’s annual report on tax expenditures, stating the area and cadastral value of the exempt housing.

Rate differential and ownership structure. The 0.3% rate for personal funds is set by the federal ceiling, but in Tatarstan it will sit alongside a 2% rate for other organisations. A difference of 1.7 pp of cadastral value a year creates an incentive to hold rental and investment housing in a personal fund rather than in an operating company. The composition of a personal fund’s beneficiaries is not publicly disclosed. This is not an argument against a rate that the region cannot raise. But it is an argument for tax statistics to break down the base by type of owner, and for transfers of housing from developers to personal funds and affiliated persons to be visible at least in aggregate.

Preparation process. The bill was posted for review for seven days without an explanatory note or a financial and economic justification. The mechanics can be reconstructed from the text (Section 2), but not the purpose of the measure, the revenue estimate or the reason for choosing the rate and the transitional period. The calculations in this paper show which quantities would make it possible to assess the measure: an estimate of the base (the area and cadastral value of the remainder), revenue by year, the tax expenditure on the Part 3⁵ exemption and a comparison with the practice of neighbouring regions.

8. Limitations

The main uncertainty is the volume of completed unsold inventory, and all amounts in Section 5 depend on it linearly. The EISZhS data cover Kazan, and only 187 of 473 completed objects, and reflect the last disclosure before completion rather than the remainder in 2027. The average cadastral value is calculated for the entire flat stock of Kazan, not for new-build housing, and is taken from a media report rather than from the order approving the valuation results. The sell-out in the project calculation is assumed to be uniform; it is assumed that the developer uses the six-month window for filing an application to register title in full, and the consequences of missing the deadline are not considered. The project model is illustrative and does not take into account taxes other than property tax, the financing structure or phased completion. Information on regions is partly taken from consolidated versions and the media (Table 2). The text of the bill may change before it is submitted to the State Council. The estimates of the effect on prices are orders of magnitude, not measured effects.

9. Conclusion

The bill repeals an exemption that set Tatarstan apart among large regions and, from 2028, brings the tax on organisations’ housing to the general rate of 2% of cadastral value. For a developer this means 1,220–2,440 roubles/m² a year on the unsold remainder, around 0.5–1% of the price per square metre; for a typical project, fractions of a percent of revenue and single-digit percentages of profit in the adverse scenario. For the budget, around 0.3–2 billion roubles a year from 2028, 0.7 billion roubles in the baseline scenario; the six-month registration window reduces these amounts by a quarter or more compared with a calculation from completion. The tax does not create a price shock: it is an order of magnitude smaller than the costs of holding inventory that the developer already bears, and it applies only to the completed remainder. Its real effect is faster sales of completed housing by developers with slow sales, at a time when their liquidity is already declining. The main implication for transparency is that the tax turns completed unsold inventory — a quantity currently absent from open statistics — into a recorded one. Whether it becomes observable depends on the publication of aggregates of the tax base, an estimate of the tax expenditure on the exemption for specialised organisations, and disclosure of the results of cadastral value revisions.

Data and reproducibility

The calculations were performed with the script calc.py, and the results are in calc_results.json; both files are available on request and will be included in the next release of the deposit. Input data: the EISZhS extract for Kazan objects as of 26 September 2026 (eisgs_kazan_objects.csv) and the Bank of Russia series on project finance by constituent entity of the Russian Federation (cbr_pf_regions.csv), the same files used in WP-2026-05; the derived panels are included in the RPGI v0.4.0 deposit [Akhtyamov, 2026c]. The text of the bill is the file posted by the Ministry of Finance of Tatarstan on the independent anti-corruption review portal tatarstan.ru.
