A short plain-language version with interactive charts: “Are the Finance Ministry’s FX operations neutral?”

Abstract. We test whether the Russian Finance Ministry's FX operations under the budget rule are neutral for the currency market. We use all 32 regular monthly announcements of FX purchases and sales from January 2024 to October 2026. For each announcement we measure the change in CNYRUB_TOM on the Moscow Exchange from 15 minutes before to 30 minutes after publication using one-minute quotes, and compare it with movements at the same time of day over the 20 preceding non-announcement days. The surprise is the announced daily volume minus the expected one. In 2024–2025 the exchange-rate response to the surprise is statistically indistinguishable from zero. In 2026 it appears: the correlation with the surprise is 0.82, the weighted slope is about ten times larger (about four times unweighted), and the difference between periods is significant. The effect is tied to the time of publication and persists in the 5/10 and 15/60 windows (with weaker unweighted significance at 15/60) and when any single event is dropped. The break coincides with the Bank of Russia scaling down its mirroring of National Wealth Fund operations, after which the Ministry's announcement became the main news about the state's net flow in the FX market. With eight observations in 2026 this channel cannot be separated from other changes that year. For the debate on the budget rule, the predictability of the formula does not guarantee neutrality: what matters is how information about the expected volume of operations is disclosed.

re = ln p(t + 30) − ln p(t − 15),(1)

re = α + β · surprisee + εe.(2)

Key findings
  1. In 2024–2025 the exchange rate showed no robust response to the surprise in Ministry of Finance (MinFin) announcements. Within half an hour of publication the direction of the yuan rate matched the sign of the surprise in 12 cases out of 23; the correlation is 0.25 (p = 0.25) and the slope is 0.006% per 1 billion roubles per day of surprise.
  2. In 2026 a response emerged and became markedly stronger. The sign matched in 7 cases out of 8, the correlation is 0.82 (exact permutation p = 0.012, two-sided), and the slope is 0.065% per 1 billion roubles per day. The difference between the periods is significant in the pooled regression (t = 4.3).
  3. The response is tied to the time of publication. In the same window shifted to 10:30 or to 15:30 there is no relationship with the surprise. The 2026 slope survives the exclusion of any single announcement (t ≥ 3.1).
  4. The break coincided with the Bank of Russia scaling down its mirroring of National Wealth Fund (NWF) operations, from 8.4–11.8 to 0.6–4.6 billion roubles per day. The response to the surprise rises with MinFin's share in the state's total flow in the foreign-exchange market (t = 3.1).
  5. The data are consistent with operations under the rule not always being neutral: when other state flows are small, it is the information in the monthly announcement, rather than the operations themselves, that moves the exchange rate. With eight observations in 2026, mirroring cannot be separated from the suspension of operations and the revision of the cut-off price.

1. Introduction

The foreign-exchange operations of the Ministry of Finance of Russia (MinFin) under the budget rule are conceived as technical. The volume of currency purchases or sales is calculated by formula from the deviation of oil and gas revenues from their baseline level and is announced once a month. The operations are assumed merely to smooth the flow of export proceeds and should not have a lasting effect on the exchange rate. On 15 October 2026 Alexander Isakov, chief economist of Sberbank, called this assumption into question [RBC, 2026]: if the operations are neutral, why does MinFin's monthly announcement become the main news for the market every time?

This question can be tested empirically. If the operations are neutral in the weak sense, that is, if their volume is known to the market in advance, the exchange rate should not respond systematically to the unexpected part of the announcement. If at the moment of publication the rate moves in the direction of the surprise, the announcement carries information about the future flow that the market has not yet priced in, and it is this information, rather than the operations themselves, that moves the rate.

The paper makes three contributions. First, it assembles a minute-stamped register of all 32 regular MinFin announcements for 2024–2026, with publication times anchored to the scheduled publication time, volumes and the parameters of Bank of Russia mirroring. Second, the exchange-rate response is measured in an intraday window normalised for the intraday seasonality of volatility, which sharply reduces noise compared with daily data. Third, it shows that the response emerges in 2026 and is related to MinFin's share in the state's total flow in the foreign-exchange market; the limitations that preclude a causal conclusion about the channel are set out.

2. Related literature

The literature on foreign-exchange intervention distinguishes two channels through which it affects the exchange rate: the portfolio channel, through changes in the supply of assets, and the signalling channel, through information about future policy [Dominguez, Frankel, 1993; Sarno, Taylor, 2001]. Cross-country estimates show that interventions are more often effective when they are large, publicly announced and consistent with other policies [Fratzscher et al., 2019]. High-frequency studies find that the bulk of the exchange-rate response occurs in the first minutes after information arrives [Menkhoff, 2010]; the market responds just as quickly to the unexpected component of macroeconomic news [Andersen et al., 2003]. Methodologically, the paper follows the event-study approach [MacKinlay, 1997], isolating the unexpected part of the announcement, as is standard for policy-rate decisions [Kuttner, 2001; Gürkaynak, Sack, Swanson, 2005]. A distinctive feature of the Russian case is that the operations are conducted not by the central bank but by the finance ministry according to a formula, while the central bank simultaneously conducts its own operations, which partly offset those of MinFin.

3. Institutional context

MinFin announces the volume of operations under the budget rule at the beginning of the month, usually at around 12:00 Moscow time; the operations begin one or two business days later and continue until the next announcement. The purchases or sales are executed by the Bank of Russia. In parallel, the Bank of Russia conducts its own operations related to the use of NWF resources ('mirroring'); in the period under review these were currency sales. The state's total flow in the foreign-exchange market is the sum of operations under the rule and mirroring.

In 2024–2025 the volume of mirroring ranged from 8.4 to 11.8 billion roubles per day and considerably exceeded the typical daily volume of MinFin's operations. From January 2026 it was reduced to 4.62 billion roubles per day, and from July to 0.58 billion roubles. The mandatory sale requirements for exporters' foreign-currency proceeds were reduced to zero in August 2025. In March–April 2026 operations under the rule were suspended while the cut-off price was being revised, and the deferred volume was included in the May announcement.

4. Data

Announcements. All 32 regular MinFin announcements from 11 January 2024 to 5 October 2026: the date and time of publication, the total and daily volume of operations, the period of operations, and the volume of Bank of Russia mirroring. The publication time is the scheduled 12:00 or, where the announcement clearly appeared later, the time of the earliest newswire found (Reuters, Interfax, Prime); almost always this is 12:00–12:14. In 2026 the newswires lagged 12:00 by 2–3 minutes, and on 5 October the rate jumped as early as the 12:00 minute, before the first newswire, so 12:00 is used for these events; one announcement (15 January 2026) was released off-schedule at 17:05. Announcements of the suspension and resumption of operations in March–April 2026 are not included in the main sample. The full register is given in Appendix A.

Expectations. The surprise is the difference between the announced daily volume and the expected one, in billion roubles per day. For three announcements (February 2024, May and June 2026) the expectation is taken from the Reuters poll of analysts, converted into a daily volume using the same divisor as MinFin's; for the remaining 28 it is set equal to the previous month's daily volume. For the first announcement in the sample the expectation is undefined, so 31 announcements enter the estimation: 23 for 2024–2025 and 8 for 2026.

Exchange rate. One-minute candles for CNYRUB_TOM in the CETS mode of the Moscow Exchange (MOEX ISS) for the period from late November 2023 to 5 October 2026. The yuan was chosen because exchange trading in the dollar ceased after June 2024 and the yuan became the main pair.

5. Method

For an announcement at time t, the exchange-rate response is the logarithmic change in price from 15 minutes before to 30 minutes after publication:

re = ln p(t + 30) − ln p(t − 15),(1)

where an increase denotes a weakening of the rouble. Exchange-rate volatility varies considerably over the day, so for each event the same window is computed at the same time of day over the 20 preceding non-announcement days, and its standard deviation σe serves as the normalisation: ze = re / σe. The response to the surprise is estimated by weighted regression with weights 1/σe2 and HC1 standard errors:

re = α + β · surprisee + εe.(2)

The difference between the periods is tested by interacting the surprise with a 2026 indicator and, as a continuous alternative, with MinFin's share in the state's total flow, she = |MinFin volume| / (|MinFin volume| + |mirroring|). With eight events in 2026, asymptotic p-values cannot be trusted, so an exact permutation test over all 8! permutations is reported for the correlation, and a binomial test for sign agreement. Robustness is checked with 5/10 and 15/60-minute windows, with placebo event times (10:30 and 15:30), and by dropping events one at a time.

p for sign agreement is from a one-sided binomial test against 0.5. The slope is from regression (2) with weights 1/σe2 and HC1 errors (with eight observations HC1 inflates t: for the 2026 slope t = 8.1 with HC1, 5.8 with HC3 and 3.8 with conventional errors). In the pooled sample (31 announcements) the interaction of the surprise with the 2026 indicator gives t = 4.3, and with MinFin's share in the flow t = 3.1 (unweighted, 3.3 and 2.6). In 2024–2025 the exchange rate at the moment of announcement moved as if at random: its direction matched the sign of the surprise in about half of the cases, and most standardised responses stayed within normal intraday noise (|z| > 2 in only two cases out of 23). In 2026 the picture is different. Five of the eight responses exceed three standard deviations of normal noise at the same time of day. The clearest cases are 6 May and 5 October 2026. On 6 May analysts expected purchases of 340–455 billion roubles, whereas MinFin announced 110 billion roubles: within half an hour the yuan fell by 1.1% (z = −7.4). On 5 October purchases of 12.7 billion roubles per day were announced, against 2.5 billion in September: the yuan rose by 0.5% in the minute of publication and by about 2.0% over the day, even though the purchases themselves began only on 7 October.

6.1. Robustness

15 / 606 of 80.900.0680.0024.4

Slopes are weighted OLS, % per 1 billion roubles per day of surprise. Interaction: pooled sample, 31 announcements, HC1 errors.

The 2026 slope hardly depends on the window width, while in 2024–2025 it is close to zero in all windows. Sign agreement is lower in the one-hour window (6 of 8): within an hour other news also has time to move the rate, which is reflected in the wider null distribution as well.

Placebo times. If the same window is placed at 10:30 or at 15:30 on the same days, there is no relationship with the surprise in 2026: the correlation is −0.32 and 0.07, and the slope −0.008% (t = −1.9) and 0.005% (t = 0.5). The response is tied to the moment of publication, not to the announcement day as a whole.

Leave-one-out. When any single 2026 announcement is dropped, the correlation lies in the range 0.72–0.90 and the slope in 0.059–0.073%, and the t-statistic does not fall below 3.1 (the minimum is obtained without 5 October). Without the off-schedule announcement of 15 January the correlation is 0.84. The result does not rest on a single event.

7. Mechanism: MinFin's share in the state's flow

The break coincided with the reduction in mirroring. While the Bank of Russia was selling 8.4–11.8 billion roubles per day, MinFin's operations accounted on average for less than a third of the state's total flow, and an unexpected change in their volume altered the net flow only marginally. From 2026 MinFin's share rose to 56–96%, and the announcement became the main news about the net flow. The regression with the continuous share yields a significant interaction (t = 3.1 in the baseline window; 2.5 and 4.4 in the 5/10 and 15/60 windows).

This does not amount to a causal conclusion. Several things changed simultaneously in 2026: mirroring was reduced, operations were suspended (from 4 March, with an extension on 30 March; the suspension announcement of 4 March itself moved the rate by more than 1%, but it is not included in the estimation because it contains no volume), the cut-off price was being revised, and market participants' expectations regarding the formula may have become less certain. MinFin's share in the flow rises over time together with all these changes, and with eight observations their contributions cannot be disentangled. The continuous-share test shows only that the data are consistent with the flow-share explanation; it does not rule out other explanations.

8. Implications for the budget rule

The predictability of the formula does not guarantee neutrality. The budget-rule formula is known, but its inputs, namely actual oil and gas revenues and their deviation from the baseline, are estimated by the market with error, and the fewer other flows there are in the system, the more strongly this error is reflected in the exchange rate at the moment of announcement. It is the information in the announcement, not the operations themselves, that moves the rate: on 5 October the rate moved two days before the purchases began.

Policy implication. The question is not only who conducts the operations, MinFin or the Bank of Russia, but also how information is disclosed. Publishing an interim estimate of additional oil and gas revenues during the month, or a forecast of volumes several months ahead, would make the monthly figure less of a surprise and reduce its impact on the exchange rate. This can be tested with the same tool: after a change in disclosure practice, the slope of the response to the surprise should decline.

9. Limitations

  1. Expectations. For 28 of the 31 announcements the expectation is the previous month's volume. A naive expectation contains an error that attenuates the relationship between the response and the surprise; in 2024–2025 part of the response may have remained undetected. Systematic collection of analysts' consensus forecasts is the first step towards improving the estimate.
  2. Eight observations in 2026. The permutation test and the leave-one-out analysis allay some of the concerns, but the break and its explanation rest on a small sample. The sample grows with each new announcement; two or three more announcements will be added before the conference submission deadline.
  3. The simultaneous changes of 2026 (mirroring, suspensions, the cut-off price) are not disentangled; see Section 7.
  4. The reduction to zero of the mandatory sale requirements for export proceeds in August 2025 may have changed market depth, but it was followed by only four announcements in 2025, and its effect is not estimated separately.
  5. Exchange rate. A single pair (the yuan) on a single venue, excluding the over-the-counter market. Publication times are reconstructed from newswires rather than from the MinFin website log; minute windows are sensitive to this precision, although the 5/10 window yields the same result.

10. Conclusion

In 2024–2025 the rouble–yuan exchange rate did not respond systematically to the unexpected part of MinFin's monthly announcements. In 2026 a response emerged: in the first half-hour after publication the rate moves in the direction of the surprise, and the weighted slope is about ten times larger than before (about four times unweighted). The effect is tied to the moment of publication and persists in the 5/10 and 15/60-minute windows (in the 15/60 window the unweighted interactions are significant only at t ≈ 2) and when any single event is dropped. The break coincided with the Bank of Russia scaling down its mirroring of NWF operations, after which MinFin's announcement became the main source of information about the state's net flow in the market. Operations under the budget rule are thus neutral not by construction but only on condition that their volume is known to the market in advance, and this condition depends on how information is disclosed.

Reproducibility

The register of announcements (data/announcements.csv), with the source and time of each publication, together with the code for downloading MOEX ISS one-minute candles with caching, for computing the windows and regressions (run_intraday.py, directory es/) and for producing the figures (charts.py), is held in the Digital Economy Lab minfin_event_study project. The 5/10, 15/30 and 15/60 windows were reproduced in a rerun on 19 October 2026 with no discrepancies.
